Here is what you will be creating:
To start off, create a new file. I make mine 550x400, but you can size it to fit your needs for this. Use the rectangle tool to create a rectangle about the size of the image above. Rasterize it and go to the layer Blending Options and enter these settings:
Gradient Overlay
You should now have something like this:
Now, time to add the black arrows. Click on the Custom Shape Tool and select this shape:
Add two to both sides until you get something like this:
Add a 2 pixel stroke to those layers using the chrome gradient that I've been using throughout this tutorial. When finished with the stroke, your button should now look like this:
Now to add your text. I used a font called "Visitor TT2 (BRK)" which can be downloaded here. After the font is on, this is what the final product should look like:
