First, open a new Photoshop file. I make mine 550x400, but you can resize it to fit your needs. Next, take the pen tool and make something like this:


Now right-click on the layer and select "Blending Options" (or go to Layer> Layer Style> Blending Options). When the Blending Options panel comes up, go to the "Bevel and Emboss" tab and enter these settings:


Now go to the "Gradient Overlay" tab and enter these settings:


To edit this gradient, double click on the color. Once you have done that, enter these colors in:


After all those settings are applied, your image should now look like this:


Now for the red part. Click on your layer that has the image on it and click on it with the magic wand tool. Your image should now be selected.Go to Select> Modify> Contract and contract it by 10 pixels. Fill it with any color, and then, again, right-click on your layer and select "Blending Options". Go down to the "Inner Shadow" tab and apply these settings:  


Now go down to the "Inner Glow" tab:


Now go to the "Satin" tab and apply these settings:


Now down to "Color Overlay":


After those settings were applied, press Ctrl+D to deselect your image. You should have something like this:


To get rid of those jagged edges, Select the Blur tool with a 13 pixel brush and blur the edges of your image.

Now for the final part; the cross-like thing in the middle. Make a new layer (Shift+Ctrl+Alt+N) and with your Polygonal Lasso tool, make a selection relative to this:


Fill it with any color. Select the first layer you made (the one with the silver-like image) and right-click on it. Select "Copy Layer Style". Now go to the layer you just made and right-click on it. Select "Paste Layer Style". Now deselect it.

Your final image should look similar to this:


Optional:
Grab the Elliptical marquee tool and make a selection from about the middle of the image extending over the end of it. Now make a new layer. Press Shift+Ctrl+Alt+Click on your first layer and the marquee should now contract to the size of it. Fill your marquee with white and put the opacity of the layer down to 25%.

Your image should look like this now:
